One Last question about sites

I can no longer find the thread I mean, but I recently read somewhere that the magic site frequency setting reflects the %chance that every one of the 4 slots in a province will be filled.
I didnt know that.
Does that mean that 4 is the maximum, so that if I find a province with 4 sites in it, no matter of which kind, that it is "full" and thus further searching is of no avail?
