Default Casting Holy Spells Causes Fatigue?

I was pretty sure that casting Holy Spells didn't cost any fatigue but I just had a Jotun Jarl (priest level 2) who received 9 fatigue every time he cast either Blessing or Banishment. He was in a Cold 2 province. No spells were cast on him that I could tell. Is this intended behavior? Am I missing something? Thanks for any info.

Right click on his encumbrance value. IT should list spell casting encumbrance there. This is added to the fatigue a unit suffers every time they cast a spell. Armour has twice its normal encumbrance value when spells are cast.
