New System Conquered, no Building Happening

The planets that are rioting wont' be producing anything. But the other colonies *should* be producing something.

In other topics, I've heard folks say you can stop the rioting by putting troops down on those planets and a fleet in orbit for 'x' number of turns, 5?. You *should* be able to build the Urban Pacification Center on any planet that isn't rioting, I think.
