It's a 0 encumbrance unit, so it never gains fatigue from melee regardless of what armour it is wearing.

A Tomb King (or any enc 0 commander) will gain 0 fatigue from fighting even wearing Black Steel (or any armor) with or without the bless.
He will get 4 (IIRC) additional fatigue from spellcasting due to the armor. Since he's casting 0 fatigue H spells this should be just 4/spell.
The 2 points of reinvig from the E4 bless will remove this and will also counter any fatigue from spells, special attacks, auras or other sources. However most such sources will build up fatigue much too fast for the reinvig to counter.
Short answer: The bless works, but he doesn't need it since he doesn't get fatigue from fighting.

0 enc units don't get + to enc from wearing armour for melee, but they do for spellcasting.

of course, the tomb king is going to be casting exactly one spell: divine blessing. 4 fatigue is sort of like 0 fatigue - it shouldn't increase the chances of taking a critical. (You need at least 10 fatigue for fatigue to start to matter for anything iirc).

True, Power of the Grave might well be worth it. That's ramping up into marginally dangerous territory.
E4 might well be worth it then, especially since you have only minimal E access otherwise.
Of course, if you don't go E4, Holy Avenger probably isn't worth the extra fatigue and if you don't take a bless at all, you're left with only PotG and low enough fatigue not to need one.

Yeah, you want E3 anyways for hammers, and E4 is great for the sauromancers. So its really not a big deal.

Since no-one else is willing to answer your simple question, I will.
Units with Encumbrance 0 do not gain additional melee fatigue from wearing Armor, even if they have -6% luck.

E9 might also be a good blessing for Sauromancer thugs to give you protection and 0 enc. Take one of the F2D3 guys, throw on bracers of defense and one of those F1D1 flails, cast Soul Vortex + Phoenix Pyre, and attack. An astral sauromancer standing in the same square should cast Blessing, Body Ethereal, Luck.
Yeah, now that I think about it this would work just about as well without the E9 bless, so maybe you still don't need it.
