He still has fifteen minutes from when I post this, but yeah almost certainly looks like a stale.
*grumbles something about setting up games and herding cats*
Opinions on how people want to proceed? We can:
1. continue normally
2. restart once Blackguard wakes up
3. restart with a new 7th

I suppose it's up to Blackguard if he's still up for this game and you for punishing him for it or not :P
I'd prefer to continue, although the other options are quite fine with me as well.

My completely self-serving vote would be : restart, either with Blackguard or a new 7th I don't care 'cause my startpos is beyond crippling .
More seriously, I guess it's up to Blackguard if he wishes to go on with a stale first turn or not, with the sizeable impact it can have on early expansion especially for Vanheim.
If we don't hear from him and he ends up staling the second one too, then I think he'd understand if we restarted with a new seventh player though.

It was, in fact, mostly my fault. Blackguard did not have the map, asked me to mail it to him. I thought I did. I didn't.
I think we should probably restart, if that is okay with everyone. You can all rush me to punish me for the screwup. Sound fair?

However when I log in it still shows us on turn 2?

Same here. Logging on the server takes me to the current turn 2 instead of a new nation selection window.

Game has reset properly for me. Perhaps you need to delete your .trn and .2h files for that game.
