You probably need to change the "Num Tech requirements :=1", and set it to two (or however many you have now)

First you have to click the box. After that the % is still grayed out, but when you move your cursor on it it becomes blue. At least that is what happens in my game.

"Then you are going to have to create your race FIRST then create your AI race."

That doesn't seem to help. I think not being able to click on the computer control box is a bug. A work around is to add an existing race and edit it. That way you can click on the box. Another way is to make the new compute race, save it, remove it, then add it as an existing race and click on the box.

Never mind I fixed the scout ship problem. I was looking over the TechArea file and I changed a few things around. I don't remember which ones I changed but that did it!
