If you really want to present battalion HQs as working command elements, then one approach would be to treat companies as platoons and battalions as companies. If you check the Soviet OOBs for the WWII game you will find some examples of how this is done, something like the following:

- 1 "Battalion" HQ of 2 tanks (really a company HQ in game terms)
- 3 "Companies" of 10 tanks (really a platoon in game terms)

Obvious limitation with this approach is that you can only have "companies" of 10 units, which can be quite limiting. And these big units might be slightly unwieldy in the game. But at least you have the option.

That said, I would prefer the earlier mentioned approach where the battalion HQ would simply act as company HQ for the battalion support assets - maybe with a high points cost to make it more risky to lose.
