IMHO it's definetly better, but it's kind of boring. It turns into a race to see who can generate the most intel points.
Personally I have not been disapointed by all the no-intel games I have been playing in while the bug has been around.

I aggree with Geoschmo that it turns into a most intel point race. That is why I propsed in another thread that non intelligence components can be used to thwart attacks (troops and ship security components).
About PPP: do these have a lower chance of success than a normal intel project? In my Last PBW game I tried several times to PPP a big enemy planet, without success. And in that same turn other intel attacks which were earlier in the queue than the PPP DID go through. Should I target the same planet with multiple PPP�s or something?
My impression is, that important planets are harder to be PPP'ed than smaller ones. I've tried it with some 8.000.000.000 planets that had many weapons platforms and bases, which never worked. Domed colonies are much easier.
