How about just Sicily, for a nation mod base?

Perhaps a Late Age sea-faring nation that was part of Ermor, but successfully rebelled against them, and-led by Strega witches-and having invented the Pavise/Arbelast combination, driving out most of the Undead. They could have some giant Orco (Italian ogre, or the name of an Italian river) warrior monk units that use holy magic, and song magic (Opera, anyone?).

as i said in an other post, i like steam-punk sohy we dont find good ideas for a steam-punk mod so i can be happy?
-reinassement europe?
-maybe a grup of monkey from lanka messed with blood/astral magic and they a vision of monkey power, so they start to build a new nation?(inspired from planet of apes)
-some ulmish priest that tried to find another way over magic but go too far?
-a nation of ultra-smart chinchillas ?(i swer my chinchilla is able to use a piece of wood agaist my dog)(maybe this is too crazy but just see this unending horde of small furry hoplites not strong but quickly,smart and funny armed with wood and iron)

pretty nice ideas yet too much for a single mod.
it would be better to create each nation with help of different people and then combine them in a single mod.

new mod idea: dragon ball
with sayans as elite,namecc population as mid unit and human chaff
of course goku hero immortal with 20+ everywhere and a kamehamea attack.
they should be very gold expensive but poor resource
