Yes the bug is bad, but no it doesn't affect your carriers in combat. They can still launch fighters during combat.

But you can't launch fighters outside of combat and roam around your systems and to defend warppoints. Which I use them for a lot.

This really makes you think twice about lauching those mines early in the game. Hopefully it will get fixed soon.

Are you sure about that Last part? Sweeping the sector you're already in is supposedly what the minesweeping order is for.
