I don't think the AI has any design for remote miners in their scripts. If you add the design, they will build the ship but I am not sure if they know how to use it.

There is not only not a miner-equipped base or ship in the AI design files, there is no AI recognized design TYPE for this role. You'd have to give the ship a type other than "miner" and the AI would try to use it as that type. MM will have to add something to the AI before it can use remote mining. Same problem as 'Repair' ships and
'Resupply' ships that we want to get included into fleets.

One other thing about miners and AI control, miners are currently 'broken' in the department of 'fuel'. They may use 100 supplies each per turn but once you run out of supplies they STILL mine and you get the benefits, so you can leave the ship there infinitly till the asteroid/planet is 0% whatever....but if the AI somehow gets ahold of it (ie, miss a turn in pbw, AI minister takes over), then the resupply minister will send them for refueling, really messing up an empire that has 5-10 of these things hanging around in various asteroid fields accross the galaxy....ugh...

Oh, and yeah, I usually use miners for radioactives (heavy ppb use), or miners on bases (low maintenance).....

I am well under way in the game I previously mentioned. By moving all of my mining off-world, I have freed up so much room for research (I am playing with the intel disabled) that I have double the tech levels of the second place empire, which is 300k in front of me and about 30% larger in area and 50% larger in planets.

This is a slight (maybe not so slight) cheat on my part. Under construction are several Dreadnoughts that can mine 24000 minerals on a planet with 100%.

I was at first worried that I would strip all the minerals from my part of the galaxy, but that doesn't seem to be the case. I am on turn 90 and have enough minerals lying around for several more decades.
