Whenever I start a game I always disable the ability to use Cloaking devices. I learned in SEIII that the AI ALWAYS equips ships with cloaks. It isn't any fun when they get into your rear areas!

I've never seen the SE IV AIs use cloaking effectively. Running into a human player who was heavily into Stealth Armor in my first multiplayer game was a rude awakening.

The AI used to use stealth armor, now it does not use it at all. Hmm... why can't it be smart enough to use stealth armor when it's available but cloaking devices are not yet available? I like to use the stealth armor on scouts. It let's you find the AI races and know where they are without establishing 'contact' and having to deal with diplomacy and intelligence interacting before you want to.

Yes, the AI use the cloak armor, but depend who the research tree was done for the AI creator. But if the cloak device is available, always will use it instead the cloak armor.
To see a race that use cloak, try the Pyrochette.
The problem with the cloak, is that currently cloaked ships can't use their minesweepers to remove mines... and then, the AI will lose entire cloaked fleets, altough these ships could have minesweepers devices included.
