What are the Mechanics Behind National Freespawns?

Regarding nations like LA R'yleh, LA Ermor, etc.

What are the chances of getting particular monsters? Do scales (Luck in particular) affect those chances?

How do I mod freespawning, such as in creating a mod nation?
