Its been a very very long time since I disabled sticky keys, but IIRC once you set them off, you get access to a menu controlling their different settings, including the setting that disables the "shortcut".

XP, its located under the accesibility wizard, IIRC.

As far as I can tell, its not the sticky keys: I've found them, and they arent enabled. Reinstalled the game today - problem persisted. Must be some other Windows settings.

Hrm. I just thought of something: I had a similar problem a long, long time ago with one of my keyboards. Turned out one of my Shift keys was sticking sometimes, after pressing it. So that without realizing it, when I try to press Ctrl-C for example, the comp thought I was pressing Shift-Ctrl-C and wouldn't do the command properly.
Perhaps one of your keys sticking *might* cause this... --That's just a random shot in the dark, though.

Does this weirdness just happen in Dominions or does the Control key not work in other setting?
Ctrl-click to select multiple files in a file manager for example.
