Population happiness levels are:
75-100 riot
60-74 angry
45-59 unhappy
30-44 indifferent
15-29 happy
0-14 jubiliant

As I mentioned before, get some Urban Pacification Centers built. It'll provide a better long-term effect than troops. Of course, you have to research Psychology first, which opens up the research area that provides Urban Pac Centers. And you only need one per system, rather than having troops on every planet.
Just my (humble) opinion...
Looks like there's a good reason all the AI's use the "Peaceful" happiness type...

Okay back from testing. I starting a neutral race with a 100% modifier for happiness. I took a ten planet start.
First turn I built 10 colonly ships. This sent all 10 planets into indifferent status from starting happy.
Then I built 72 troops on a home world.
This homeworld did get happy faster.
Then I went and colonized 10 worlds and got the 9 of the former worlds and built 1 troop on a 2nd world and 72 on a 3rds world.
The original troop world did not get as angry at the colonizing. Also the 2 world to have the 72 troops built did increase happiness faster than the world with 1 troop built. Thus it does appear that multiples troops do increase happiness faster. And I would imaging combined with Urban Pacs or vacation it sould help to hold down the anger.
So from the earlier posted chart you can have happiness/anger level of 0 to 100%. each troop will raise happiness by 0.2%. Most neutral actions or battles will decrease happiness by 2% while a treaty or wat will decrease it by 10%.
There is a max change of +/- 20% for each planet a turn. So it is possible to go happy to unhappy in one turn

There may be a proplem with happiness of our little SEIV plebs or in our understanding of it.
I did a test and place 1 peace, 1 blood, and 1 neutral race in a galaxy. And had them do nothing for several turns. All 3 races planets went to indifferent status. The neutral one was a little faster to reach it(like the 2nd turn). After a while I decide to have each race colonize a planet. They did and then went back to nothing. All 6 planets ended up at neutral.
Perhaps there is something that I am missing in that the populations tend toward a middle ground instead of the high ground and you have to force them into being happy or jubliant.or blood to make it to jubliant or 3 turns
From looking at the happiness text file and assuming that a happy colony starts @ 29% anger then it should be 8 turns for a peace for a neutral if nothing at all happens.
My guess is (can someone confirm) that a new planet starts at a happiness of 25. And that the tendeny of a race is to go to 25 with the natural decrease working from either side to maintain a value of 30 (or any value in indifferent)
I futher tested and found that a Urban Pac III was not enought to raise the happiness for more than 2 or 3 turns for a neutral happiness type. It appears that the center raised it to happy and then the natural decerease kicked in and took it back to a 30% anger level (indiffernet). It got there and the natural decrease turn off so the PAC III could make it happy again.
The Vacation III was enought to overide the natural decrease to get them jubilant. A 6% from the vacation against the -5% for natural decrease.

Wow the urbn pac center did not help. I have never had to build on greater than level 1.
I think the natural tendency is for people to get unhappy, although looking at the file it appears the opposite. It says you get a -2 or -5 decrease for each type. To me that means if you start at 25 next turn its 23 but that is getting happier.

I just tried it the other way. I took my planets down to riot stage and then left them alone. They shortly increased back up to indifferent ( with no pac center, troop or vacation) by themsleves. So it appears that natural decrease does work both ways to move toward indifferent status. Now I will have to see what other race does happiness does since it is a postive number instead of a negative. Also I might look at what a postive number in natural decrease does. A positive number may mean that your race goes faster to riot or jubliant when then get away from beign indifferent.

colonization with another race works as expected. They lost happiness all the way down into rioting stage.
A positive number in happiness increase for you race did send the happy race into jubilant. I did not test but I assume that under the same a unhappy race would then go to rioting.
So a negative number in natural decrease for race sends you to indifferent. A positive number sends you futher away from indifferent.

Based on the info below, would it be to my benefit to break a Trade Treaty and sign a Non-Intercourse one?
I need the riots under control much more than I need the trade $$.

The only 'postive' modifiers for neutrals are :
New Treaty Non Intercourse := -100
New Treaty None := -100
Our Troops on Planet := -2"
