You are missing something. The "Tech Area Min Percent" line you are referring to is not working. You can put any value here but AI will always have 4 techs in queue.

tic toc - checked out all of the players, and all of the research queues are what I would expect.
The 0.1 for each of the techs indicates that they will all be completed in 0.1 years (ie one turn).
Not sure why you didnt get more Messages. When I executed the AI players as humans, they all got research complete Messages, so I'm none the wiser.
As I said though, things seem to be being researched correctly, so the lack of Messages may be a minster thing. I havent encountered it when playing with research under my control...
Some of the AI opponents are up to Shield tech 10 so I reckon you have a real game on you hands.
Previously, I have never had to fight an AI with shields better than 3, so your game was a real eye opener for me. I am very impressed!!
I can see you will be having a lot of fun... Your AI opponents have some decent techs..

Your impressed! all i can do is take back the planets within a couple of turns, what the other 3 races keep getting from me hehe. Yeh it's a bugger of a game, so kudo's to your mod, before, the earth alliance used to win quite easily, but now, sheeeesh.
