Alright, alright.
First: I generally make sure the person isn't in an alliance.
Second: I make sure that 2x their infrastructure + their soldiers !> my deployed soldiers
Third: I look for nations that don't look to be spending much money (An alternative option is to look for a nation that just got aid, and doesn't look like they've spent it yet)
Fourth: I kick my DEFCON to 1
Fifth: I attack... AGGRESSIVELY!

What is a good defending level for your army? right now I have 118 soldiers with 12.5 infrastructure and 193 citizens.

@ Atrocities: I prefer to keep ~1/3rd of my army on defense, sometimes as much as 2/3rds if I'm not doing much in the line of war.
@ PES: Don't worry about it. We're just bringing more land, money, and glory into the Wombat Protectorate ;o

Just to clarify, "deploying" troops are NOT defending troops. Deployed troops are those that you have available to attack others. If you don't plan on attacking anyone, just buy troops (keep between 20%-80% at home at all times). Also, I believe you have to deploy troops before you can send them as aid.

I just pummeled a nation called Bondostan who has his own alliance (of which he is the sole member! ) and sent him into anarchy. Came away with 3 miles of land, and about $1,000 credits.
Now of course we should all be paranoid that someone else will try to do this to us...
Edit:
Hmm, the loss of tax revenue due to population unhappiness is rather large. Apparently you need to have some very good targets to make it worth while to go to war. I'd say my 'experiment' is a break-even rather than a profit.
