Now that turn 39 has passed, I would suggest that we refer to the nations that voted in favor of the proposition as "pro-proposition 39" nations (aka PP39 nations for short). This might prove useful. (I hope it proves useful.)

Seems like only me, Vanheim and Atlantis are not free for everyone else to attack. Seems like going rouge will is no longer an option given that you may attack allmost anyone anyway.
An intresting point of proposition 39 is that if Ermor, Vanheim or Atlantis decleare war on a PP39 with a council vote, all PP39 nations may attack them but they will not be allowed to attack back.
Seems like I�m out of internet as well, but I will try to get my turn done.

One could still declare war with a proposition that suspends Proposition 39; it's not as though 39 is immune to future amendments, retractions, or suspensions. In a way, Prop. 39 doesn't do anything except make it a bit more inconvenient to get a proposition for war passed (well, aside from the parts of it that nullify parts of Prop. 38). Doesn't seem like that big a deal to me; the only way it would have been interesting would be if Rev. Zombie had been around to vote on it and had voted yes.
