Shinuyama starting scout
Out of all the nations in all the ages, Shinuyama is the only one that only starts with just a single commander and no scout. Shouldn't they at least get a bandit or something? Even better, a Mujina would be very nice.

I agree that they should start with a bandit leader. I'd always assumed that was just an oversight that they didn't.

They should start with there assassin leader, is that Mujina? Like some other nations do. Its more fun and opens tactical and strategy options.
