Updates to the Rage and Vaxin

I have posted updated Versions of the Rage and Vaxin in the Mod Forum. These are the same as the files in the TDM Modpack, but I am posting them here as well for those who aren't using TDM.

Please post any comments, suggestions or problems here so that I can continue to improve the AIs for these races.

I just posted Version 1.11 of the Vaxin, which fixes a problem with random generation in a 2000 racial point game.
