Does that mean the fix (other than to buy Gold - Which I now have) is to have a 1 copy of SE using an earlier patch and 1 copy of SE with patch 1.49 and using the earlier copy of the editor it will work?

Grazic, that should work fine. Patch the second copy to 1.41 (I think that was the patch before 1.49) to get as many fixes as possible in it.

Unfortunately, no. The nature of the bug is such that v1.49 will not recognize ruins in a map saved in any Version the Map Editor. The only way to get ruins in v1.49 is to let them be placed randomly by the v1.49 Setup screen.

Can't you just create a random map, save it, and then edit it in the map editor?
You wouldn't be able to add new ruins worlds, but you could move 'em around and build systems around them, right?

No; as soon as you save the map in the Map Editor, v1.49 can't recognize the ruins any more.
[Edit] On second thought, one thing I didn't test was creating a map in Gold, then loading that map in v1.49. I don't know if Gold maps are compatible with v1.49. I'd expect that they aren't, since Gold has system types that v1.49 doesn't.
