New System Conquered, no Building Happening

I love to capture planets and Groups of instant workers. Well, I captured and entire systen(about 6 planets) with almost all facilitys in place. Some of the inhabitants moods range from rioting to jubilant depending on the planet. BUT .....NOTHING is getting built.I can't get urban pacification center for system built. Is this a bug? Should I have destroyed one population so I could colonize at least one planet and control the system ? Any suggestions ?
