Which SHP files are open to be used for Modding?

I know I read the list of which SHP files we can use for modding, but I can't find my notes and I can't recall which ones.

If an SHP file has an open spot and it's NOT an invisible turret, is it open for use?

The modders reserved SHP files are clearly marked in the WINSPMBT_MasterIconList.txt file in Game Data/ Design

As an extra FYI (if you want to add pictures) - PM22000.lbm to PM22999.lbm are reserved for modder use in winSPMBT only
