Note that SAM with a HEAT value have always had the ability to target ground vehicles since the original SP2 game was released.
Its not necessarily the best idea (tm) since for example the Blowpipe or javelin MANPADS had this ability AFAIR in the original data. The problem there was the AI then happily loosed them off at enemy APCs leaving itself with no ADA. So it was removed, leaving the ADATS as the only dual capable SAM system - the AI tends to leave those in the rear zone, but don't be surprised if your deep recce in the rear of a Canadian force gets slotted by one.
