So today I was listening to "Go Into the water" by Dethklok and it occurred to me that water magic needs a "flood the world" spell. Basically, it would set the "ocean" tag for every province with positive dominion, drowning any air breathers in the process.
Is something like this possible with the current engine?

For thematic reasons. Has nothing to do with playability
And it would only affect territories they have dominion in. So it'd ruin coastal provinces, but it shouldn't be too difficult for competent players with amphibious SCs to fight back.
Doesn't 'wrath of the sea' already ruin coastal provinces?
The flavour's already there it seems, with even less effect to playability than what you suggested... win/win no?
In CBM, EA Oceania has a powerful late-game battlefield enchantment which is thematically related to flooding the world. It creates a rainstorm, turns the ground to a quagmire and summons hordes of water elementals from the edges of the battlefield.
Not really the same as what you're asking for though.
