Computer Magic artifacts & MR

Some artifacts can cast magic that can be resisted - ie : Aegis petrifies unlucky opponents, the Skull Standard allows to cast Panic & so on.

For an MR roll to be computed, there are 2 factors : the MR of the target and the magic level of the attacker.

My question is : how are the magic level - thus the MR roll - computed for those artifacts ?

Magic atacker gets number equal to: 10 + penetration bonus + DRN , and if it is higher then Magic Resist + DRN of the target then atack succeded.

To be precise, according to the manual, if the scores are equal, the caster wins, not the resisting target.
