Default random pick on mages influenced by magic scale ?

i have the feeling that while playing with magic3 scale, i got more mages with a random pick (10%) than when playing with magic 0 or drain scale.
Is this just randomness or does a magic scale makes more talented mages more common ?

Magic 3, MA Ulm, Black Priest (10% random):
7 out of 50 had a random

Drain 3, MA Mictlan, Sky Priest (10% random):
9 out of 51 had a random

Could be random fluctuation, could be more. I think we need at least 150 sets. Anyone care to go on from here? I used Oracles with dom10, to prevent one nation from dying a dom-death. Two Black Priests died of disease, but I didn't remember any younger, cheap, sacred recruitables with 10% random from MA.
