Conquered Capitals and Recruitment
Just conquered Ulm in SP. I can now recruit barbarians, and that's it. What gives? Something to do with being a sea nation?
I'm playing MA R'lyeh.

Yep. Sea nations can't recruit their national units on land, IIRC.
Edit: of course you can always recruit whatever pop type was originally in the capital province. The original owner can't, but the conqueror can. In this case they were barbarians.

To be more specific:
1) You can never recruit another nation's national units, even in their capital. I'm fairly certain you know this, but I'm trying to be complete.
2) Sea nations have various issues with recruitment on land. In your specific case, MA R'lyeh cannot recruit any national units in non-sea non-coastal provinces. This sounds like the issue you are having. In a sea province, you get your normal 'full national' recruitment. In a coastal province, you are allowed to recruit Starchildren (with the appropriate facilities, of course), foulspawn chaff, and hybrid soldiers (who are sort of MI). MA R'lyeh also receives a small number (about 4 or so) foulspawn a turn from each of their coastal forts, gratis.

Thats actually a fix. At one time you could recruit water nationals in a land castle. But all you got was a message saying they all drowned as soon as they appeared. To save players from wasting gold, they disappeared.

Yes, they are. Amphibian nations often have a special unit in their land forts, but it is crappy (at least for atlantis). I wonder if they are only available in coastal forts.

I think aquatic nations should have all of their Amphibious units available for recruitment in coastal provinces.

I got quite a shock as EA Agartha spending $$$ on a Dark Citadel and finding the recruitment options... limited. Thankfully, I had built it on a province with aquatic indy mages, so not a total washout.
