On an SP game, I have an insane commander (7) whose icon has gained a red background. The script caption says : "That is not a star"

Do you know what the hell is this order ?

Huh, R'lyeh has nothing to do with this since I play the only aquatic nation left (this is my test game for EA Oceania ^^). But I gave him a dimensionnal rod and since this moment, his weltangschauung has gone weird

OK, then if I give him another order, I have a chance he still will follow it ?

When he's red, he's mad and you can't do anything about it. When he's not red and not mad, he obeys your orders.

Yes, dimensional rod gives insanity. Pretty quickly. As soon a he stops being red he will take orders and carry them out. You will never have him refuse to carry out an order you give him, but when he's insane you can't give him orders.
