Default Agarthan fortresses

Hello, I am currently in a SP game playing EA agartha and I can't make sense of the fortresses they can build : one some mountain provinces, I can build cave forts, while on other mountain province I can build fortified cities.

How come the same terrain type has different possible fortresses ? I prefer cave forts because of the darkness : if there is a siege I'll have a great advantage.

Maybe some are mountains and some are border mountains? Just a guess.

Speaking of cave provinces, can I cast Rain, Storm, Gifts from Heaven, Howl, Swarm, And So On in them ?

Yep, I reckon it's because of the border mountains. Hover your mouse over the "mountain" symbol, and some will say "border mountains", some just "mountains". Border mountains don't count as mountains for the purposes of fort building - or of movement, in fact (this confused me for a long time).

Ha, thanks for that - I never paid attention to the difference between border and normal mountains. And the movement also baffled me, but now I understand.

Actually, I had never thought to try it. Does eg. thunder strike work underground?
