Default Action Turns

To ask a perhaps silly question, what does the "Action Turns" statistic mean? What does it affect? I've looked through the manual, but haven't run across anything helpful.

Loops:

The exact formula is a little rusty in the back of my brain, but �Action Turns� are an important factor in automatic ship upgrades between campaigns. Action Turns are (unimaginatively enough) the number of turns the ship has been in combat. The higher the action turns, the more likely the ship�s Quality and Moral will automatically improve between battles. (Automatic improvement just happens verses to when you �spend� an upgrade point on the ship.)
