How do you get a Mine Layer to repeat its order?
I have a mine layer that I need to manually issue the 'launch units' command each turn. Is there a way to set it to repeatedly launch mines until the sector is filled? It has a ship yard component and it has plenty of cargo space.

Select you mine layer. Press "U", point to the sector there you want to launch mines, then select "Mines" from menu. Now press "K" (minelayer must be selected still) and forget about this ship for X turns.

"U" is the regular Launch Units command, which puts them where the ship currently is. Launch Units Remotely is "I".
One way to loop this is to Launch Units Remotely (I), Move (M) somewhere half the ship's movement away, Repeat Orders (K).

I have the minelayer run out of movement. I then queue up a load remotely order, and a drop remotely order. Turn on repeat, and the ship will fly back and forth, reloading and dropping.

I too have a shipyard ship with cargo and a mine layer component. What I do is have the ship fly to where I want to lay mines. Once there I have it build one turn's worth of mines. Give that a Repete Build command. I then tell it to Launch Units, Mines. I give the ship a repete command. I can then leave it alone untill I get the Launch Warning message when I try to add more than 100 mines in the sector.
Sometime I pre load the ship with mines before sending it off.

Once you've gotten your mine layer in the spot you want, issue the launch mines order (as you've been doing), and then click on the repeat button (located next to the name button). It looks like a two arrows going in a circle. This will continuously repeat your orders (which you can view by clicking on the eyeball). To stop the orders, just click on the red cross (next to the lightning bolt).
