Which nations have units that can instill uprising

I know Ulm's spies can do it. I've checked the units faq available on Sunray, and have also done a quick search here with no luck. Is there a quick list of nations that have stealth units that can instill uprising (cause unrest)?

Marignon also has spies. Man's Bards are spies, and sometimes players don't realiize this. They can also casue unrest. Finally T'ien Ch'i's Imperial Consorts are also spies and can therefore cause unrest. I think that's all of them.

Machaka also has priest spies, I know they let you see what's inside a castle your sieging, not sure if they can instill uprisings.

machaka stealth priests can instill uprising

Black Forest Ulm's Initiates can instill uprising as well. They are much too expensive to be used for this early in the game, of course.
