In the old days when everyone always took 2-3 misfortune, baleful star was no big deal. But with the CB mods, people are taking luck frequently. In my opinion, this is why it has become a pretty good spell (especially against a luck-3 nation). I have used it recently in some games too.

the strength is not in the misfortune, or even the curses. the strength is that it causes unrest, and being cheap, can be spammed like crazy to reduce your enemies resources/income.

Exactly. The other effects are pretty negligible, but is the 30 unrest effect which almost everyone seemed unaware of until the spell became cheap enough people were willing to give it a shot.
