It is exactly the same as the Earth Alliance file.

Blackstar.txt
(hopefully) New and improved (actually, just old and larger) Federation.TXT

Re: Design Names Anthology (Version 1.04)
the contents of my dsgname folder can be found here.
247 files, many of them not featuring on your list.
I think you may find you have a lot of these hidden away in pictures/races/somewhere. I'd recommend using windows search or some better tool to get a listing of all .txt files in your pictures/races, then filtering out the AI and readme files. You'll probably find a few unexpected designnamefiles that way.
You can also find a few more on my website at http://www.sandman43.fsnet.co.uk/se4names.htm

Inspired by the Pax from the Hyperion books. For a Religious race, or someone who wants to add a little biblical flavor:
angels 1055952584.txt
saints 1055952683.txt
biblical 1055952723.txt

Re: Design Names Anthology (Version 1.04)
Royal Navy (26.5k)
Fairly comprehensive (and all typed out by hand )
I've kept the silly names (HMS Peter Pomegranate anyone?) and the French-spelt names that must have been prize ships.
I've got a couple for the Royal Canadian and Australian Navies but they're pretty short. You can combine the three files together if you want.

DS, could you zip and upload your Desgnname folder? You have some files I do not have in my Race folders...
