Are you sure that's Piper from 'They Live'? It sounds like Kurt Russell (Snake Plissken) from 'Escape from LA' -- Hmm, same director for both movies. Maybe he re-used a quote?

As far as I remind it's an Cyberpunk RPG quote that is also in Netrunner (the CCG)
That's been attributed to many sources, including the military. It's also obviously been re-used and re-cycled a lot.
