Not currently, but that is a good idea.
If the triple lists were constructed carefully it could certainly generate some interesting names.
Right now the best I can suggest within the current framework is something like:
HBMOUNT_DATA1.txt
Red Devil's
Blue Devil's
Yellow Devil's
Red Knight's
Blue Knight's
Yellow Knight's
Red Oyster's
Blue Oyster's
Yellow Oyster's

Not as elegant as I would like, but with limited coding time, it works.

The cutsey names could always be part of a very small province file. Maybe

You need poptype 88+ to get no indies. Also, if you set the popnumber to 0, it'll be no population, no recruitables, no gold and no resources at all, no sites either.

Slightly OT:
On "Gandalf's Grove", I think a powerful, beefed up Yogi (unit# 1145) with a band of satyr and centaur followers would be appropriate. Curious to see what you come up with Gandalf.
Update:
The next round of releases are on the horizon. The province editor has been updated along with SemiRandom & RanDom (all of which are going through another round of testing). I am now in the process of creating a few province files that I have been wanting to do and building the additional name lists. Thanks to the recent addition of the "_OR_" tag, I have been able to drastically reduce the number of required province files. I will be including province name contributions from this thread with the next release.

As of this post, all of Sombre's lists have been added and a few of Honeybadger's, Wikd Thots & Gandalf's. (Gandalf: You have some great names in there, but I just didn't have time to sort them into appropriate categories. Most of the sorted stuff was added to prior versions.)
If inspiration strikes you, feel free to post your sorted name lists here (see the first post for the attached template) and I will add them to future releases. As it is now, the lists that I have are sparse & incomplete.
