Using cargo transports to bring in Population, WPs, Mines sats and even fighters as you expand youre front is a good idea ie if you take planet x and have a cargo ship full of fighters you can use them to transfer to planet - the planet can launch 1000 per turn - so all you have to do is transfer cargo to planet put into orbit and fighters early on in the massive galaxy (206 in my latest AI game) is a good way to inflict big damage (they focus on missiles which are useless) and also capturing enemy planets with troops is good as you get a more rapid expansion. But make sure that you have emotionless special ability (racial points) as that removes rioting from subjuvinated races. If you plan on pursuing expansion via troop planet capture.

There used to be a bug where if an Emotionless race captured a planet that was already Rioting, the riots never stopped. I don't know if this was ever fixed.

I have always wondered if emotionless is so good. It costs incredibly much.

I'm pretty sure the general consensus is just that - not worth the 3000 points. Especially since you're planets will never get jubuilant(sp) and you'll not be able to get the production bonuses from that.
Most players use the points for other things and just make sure they put troops (cheap, cockpit-only) on each planet. Always keeps 'em Happy and above for me....
