Yet another newbie question: Ship icons

What does the icon that looks like a dark-skinned person's face mean? It shows up on some of the ships, fleets, satellites, ect. when selecting a sector.

Turn on/off individual ministers

That icon means that the vehicle/object is under the control of a AI minister.
