How does one go about restricting a research pathway?
Supposing that I want a particular race not to be able to research a certain Tech so that they'd have to steal it or trade for it?

There is no way in the stock game to do that. You can modify the tech and make it racial tech, give it to the races you want to have it and not to the others. But you can't do it the regular Racial tech way, because then they wouldn't be able to steal it or trade for it. There is a way to make a racial tech that is stealable, but I only know of it, not exactly how to set it up. Someone else will have to explain that to you.

You can make techs that have prerequisites that are either racial or discovered-only, but themselves are not - they just require something with a unique tech.

Yes, that's how you make a technology 'capture or trade only'. Give it two prerquisites, one a racial tech, the other a 'normal' tech. A race that does not have the required racial tech cannot 'discover' that tech by normal means. But... unlike a 'pure' racial tech they can be given it or steal it. I guess you could make all of the racial techs stealable by adding a second 'normal' tech requirement for every component and facility. Maybe you could change 'organic weapons' and 'crystalline weapons' and 'psychic weapons' and 'temporal weapons' to be one level each, and then you would have to research normal beam weapons and normal missile weapons to actually get the components.

If I add a specific Racial Trait - where does that designator go? TechArea.txt? Would I also have to add it to RacialTraits.txt or can I just assign it within TechArea.text as #6?

You need to do both, unless you want to use an existing racial trait. TechArea.txt creates the racial tech area, and RacialTraits.txt creates the trait that provides the racial tech.
