I think the original download included it in the folder with the installer.
The program comes from Shrapnel. But Illwinter provides the patches on a page at Shrapnel.

The developers provide them for free (they are actually as much free upgrades as free patches) so they arent really part of the program that Shrapnel sells Im guessing. Thats probably why we dont pay for upgrades like other games. Upgrades and patches that are STILL coming out after all these years
As for the price, save the link to this post and come back to it when you are still playing this game a year from now.
