Actually 20 was a guess on my part. To be sure you might want to test it a little. I will when I get a chance and let you know what I find out.

Length of name limit:
To be sporting to / with your human adversaries it would be good to keep ship names under 20 characters. 15 Would be even better.
When the names are too long it makes it hard to determine if you have met this type befor.
I will try to create a "Short Names List" along with the others.

The exact length is going to vary, since the game uses proportional fonts.
From one of my solo games, I've noticed that anything over 18 or so gets overwritten by the (Fleet Leader) label in a fleet, and anything over 21 wraps onto the status icons line in (F6) Ships.

Well, since it's "Director Tsaarx of the Moebius Consortium", I'd have to request that I be a boarding vessel... maybe a "Corporate Raider Tsaarx" (LC or cruiser size, probably). Or how about the "Downsizer Tsaarx" (battlecruiser or larger, with heavy weapons). Or even the "Protector Tsaarx" (as in, "We'd hate to see anything happen to your little store, so would you like to buy some protection from the Goodfellas?"). The Protector would have to be a big ship again, with sensors & a cloak...
For base hulls:
"Lieutenant Tsaarx Space Station"
"Consigliere Tsaarx Base Station"
"Godfather Tsaarx Starbase"
The other definition of Director (i.e., leader of an orchestra/band) would be more difficult to find ship classes for...
Oh, if you wanted to use the empire name, I'd suggest the warp-opener (or black-hole creator/destroyer) Moebius.
