Artifacts recovery

What is the chance of recovering an enemy artifact after defeiting him in battle?
I didn't find anything about it in manual and existing threads.

The chance goes up the more gems are used to create the item. Cursed items also have an additional chance, so items like the Forbidden Light are often recovered.

I believe you have a greater chance if you have more commanders present with available slots.

I think Constuction 8 items are always recovered if a commander has the free slot.

I don't think that artifacts follow other mechanics than other items.

I am not so sure about that.

I know that I have never recovered all the level 12 items, the Sun armor is a good example. I have used a horde of commanders and empty slots twice to try and get it all.
