I don't think it's a bug, any mor than it's a bug that E9 does nothing for your Prot if your armor is all natural. It's just a consequence of the way the armor rules work. You can argue that it's a design bug.

Prot over 25 is fairly pointless anyway. At that point your main worry is AP or AN attacks, and MR.
