Why would you ever want to stale a nation?

The only case I can think of is when you can't set them AI, because you don't have the password or masterpassword, but I wouldn't want anyone to be able to mark a nation as stale without password or master password anyway.

Force host, by hand if you can't script it, is the simple solution to the question, but I think it's the wrong question.
