Yeah, I find 1-2 points of PD is usually enough to stop Call of the winds...

Wow... Apparently Call of the Winds is horribly bad. I'd think maybe a nation like Shinuyama or Maverni might have trouble, but I don't know. I haven't had it used against me often.

Call of the wind can work against Jotunheim. But should only be used to seige castles.

Generally I take 6 PD on any province unless it has special features. For most nations that will stand up to the early drop-summons. I forget which nations required more (Im terrible at testing). But the tests did make me fall into 6PD as a standard.

I just lost a province to a Call of the Winds as EA Mictlan with 1 point of PD. They killed one or two of my guys, then all the birds except for the commander routed.
It was a pretty sad battle.

Hmm, I don't mind PD being unbalanced per faction, but I don't like the fact that PD costs the same per point for each faction.
Frankly, the problem I have w/PD is that it isn't influenced by the province it's in.
For example, you'd think that high Unrest would reduce the strength of PD, as they are likely deployed elsewhere putting down said unrest. Or that a higher PD would reduce supply and/or income available to the controlling faction, though still more cost-effective than recruiting an equivalent standing army and simply basing it there.
Historically, PD consisted of levies of local troops led by a warleader. Perhaps the flavour of province characteristics would be retained by making the PD consist of locally available troops, excepting those w/Fortresses? It would be a nerf to PD, especially for EA Factions, but still...
