Problems with SEIV?
We haven't upgraded to the patch yet but i've read through the list of fixes and didnt see anything addresing some of the things we see in our game. The most common complaints are ships that get built but won't move and are just stuck there until scrapped.
Another complaint is Messages seem to dissappear. I.E. send a message to another empire and you never get a response, only to find out they never received it or that they responded and you never got the response. Seen similar things happen with gift's and trades.. somewhere in the middle of them they "dissappear"
I have personally seen the second one qiute a bit and either assume it's a bug, or that my race's political ability somehow affects Messages or perhaps i'm not understanding something in the game.

Concerning the stuck ships: I haven't seen this problem, and I assume you've checked the obvious, like they actually have engines.
Concerning the missed Messages, the only thing I can think of is a simple mistake I've made a few times:
In a previous turn, I had clicked on "Construction" or one of the other icons on the right-side of the message screen. In subsequent turns, it was STILL just showing me the Construction events, and I forgot that I had even selected it, even though I could have just clicked on ALL to see all the Messages.
It would be nice to have some sort of message history to look back upon.
Also keep in mind that for gifts or trades, you actually have to click on "Accept Gift", otherwise you don't get the stuff.
Try upgrading the game to 1.49, you may find that these problems have been addressed even if you couldn't find them in the list.

Well, there is an intelligence project called "Communications taps" that intercepts Messages between two empires, so they "dissapear". Maybe some of your enemies are doing this?

Although I've never tried communications taps, I always thought that it allowed you to read the Messages but that the message would also arrive at the destination. Does a communication tap allow you to read the intercepted Messages before they are destroyed?

the stuck ships sounds like a minister problem.
the communications problem is a bug, and i have seen it in several games. it seems to depend on the complexity of the map, and if both empires know how to find each other. some sort of pathing problem..

I often use this project, and all i can see when it is completed is a message like "Our intelligence operators has prevented comms between empire A and empire B". The intercepted Messages are lost for everybody, including you.

I have had that disappearing Messages problem in no intel games too. It is a strange problem because it seems to be accuring very ramdomly.

I've had an instance where I clicked on "accept trade" for a technology trade and the following turn the tech did not transfer.
