It is a heatquarters type unit - and therefore has better artillery response delay than any other unit other than FOO.
If you change it to a vehicle type, you will lose the extra arty command, and as others have posted, you will have exchanged something from a relatively survivable jeep-load of officers to a single vehicle which can be killed in one stroke (and is more atrractive to strile planes

I leave mine as-is in any campaign, unlike say SP1, where converting 1 unit of the 24 or so of the max core size could help influence the game by actually using the HQ as a fighting unit. The extra panther (used carefully) could swing things there.
