Yes. You can stack the regeneration you get innately with the regeneration you get from an item. So if you get 10% regeneration innately because you are a Vampire Lord and you wear an item which gives you 10% regeneration, you'll have 20% regeneration. At least you did when I tested this in 2.11.

My pleasure. Inigo have sumed it up nicely. You can also stack regeneration from spells (Personal Regeneration, Strength of Geya) with regeneration from items/ability. Whoever said that Earth Mother is a weak SC pretender, haven't seen thramplening Big Mama with good damage shield, MR30, prot 30 from Invulnerability, and regenerating 150+hp per turn. I've used it in one of my recent games. It is scary.
