Exactly!
That starting pop. boost is also VERY important, that way you can build new colonizers at your new system AND have population to use them... else you'll have to go through the BH system with all the additional colonizers. Additonally, if you put both emergency resupply & repair on a Med Trans. colony ship... you can use it to scout across the galaxy looking for a new planet to colonize (really useful in ancient systems).
